La industria del cine obligada a contratar a personas con discapacidad

El nuevo sistema obliga a contratar al menos a una persona con discapacidad de más del 33%

La inclusión de personas con discapacidad en el mundo laboral continúa y para ello es necesario continuar normalizando y eliminando todos los prejuicios hacia estas personas. Por ello, el gobierno de Pedro Sánchez ha dado un paso más allá, ahora en el cine.

El pasado viernes, la directora del instituto del cine, Beatriz Navas, anunciaba que “hemos dado un punto más a películas dirigidas o guionizadas por mujeres, hemos reservado un mínimo de un 8% para la animación por ser proyectos con talento joven y de larga duración, y ahora es obligatorio para optar a las ayudas incorporar en los equipos a personal con discapacidad para hacer más accesible el sector”.

Estos cambios parecían mínimos, pero incluyen esa inclusión de personas con discapacidad de forma obligatoria. Es decir, todos los proyectos que quieran optar a una subvención del Ministerio de Cultura deberán tener al menos a una persona contratada con una discapacidad superior al 33%. De no ser así la subvención se les negará, como así lo explica la Orden CUD/426/2019, de 11 de abril, por la que se modificaban los requisitos:

“Tener empleada en la empresa o incorporar al proyecto, al menos, a una persona con discapacidad con un grado igual o superior al 33% reconocido como tal por el organismo competente. Este requisito no será exigible cuando se trate de proyectos de carácter documental o experimental”. Dicha sentencia se añade al artículo 11.6, donde se hace referencia a las obligaciones para poder optar a las subvenciones.

Asimismo, se ha modificado el artículo 11.7 añadiendo que es necesaria la “declaración responsable del cumplimiento de la obligación tener empleada en la empresa, o de incorporar al proyecto mediante el correspondiente contrato, al menos, a una persona con discapacidad con un grado igual o superior al 33%, reconocido como tal por el organismo competente”. --

Esto supone un gran cambio, ya que en la anterior ley se valoraba con puntos extra la inclusión de personas con discapacidad, sin embargo, ahora es obligatorio tener a una persona con discapacidad en la plantilla. Un gran cambio a favor de la inclusión laboral que tendrán que tener en cuenta los productores de las películas si no quieren que sus proyectos sean rechazados.
