Valerio aumenta las subvenciones para puestos de trabajo de personas con discapacidad

Este incremento de las subvenciones del coste salarial responde a la subida del SMI del 22,3%, hasta los 900 euros mensuales
El Boletín Oficial del Estado (BOE) publicó este sábado una orden del Ministerio de Trabajo, Migraciones y Seguridad Social por la que se incrementan, con carácter extraordinario y para 2019, las subvenciones destinadas al mantenimiento de puestos de trabajo de personas con discapacidad en Centros Especiales de Empleo (CEE), pasando de recibir el 50% al 55% del Salario Mínimo Interprofesional (SMI) por cada trabajador.
Según la orden, que entra en vigor este domingo, este incremento de las subvenciones del coste salarial responde a la subida del SMI del 22,3%, hasta los 900 euros mensuales, aprobada para este ejercicio 2019, puesto que estas ayudas vinculan su cuantía al SMI vigente en cada momento.

«Por parte del Gobierno se considera que, en determinados casos, el aumento del 22,3% del Salario Mínimo Interprofesional puede suponer dificultades a los Centros Especiales de Empleo para mantener los puestos de trabajo de las personas con discapacidad con especiales dificultades», señala el texto. --

Por ello, añade que es «procedente aprobar de manera extraordinaria, y únicamente durante 2019, un aumento en el porcentaje de financiación”, pasando del 50% al 55% del SMI «si bien sólo para el supuesto de aquellas personas con una discapacidad severa que conlleva especiales dificultades de acceso al mercado ordinario de trabajo».
El incremento de estas ayudas aprobado por el Ministerio de Trabajo ha sido demandado desde el Comité Español de Representantes de Personas con Discapacidad (Cermi) y la Federación Empresarial de Centros Especiales de Empleo de Iniciativa Social (Feacem). La orden precisa que, en el caso de contrato de trabajo a tiempo parcial, la subvención experimentará una reducción proporcional a la jornada laboral realizada.

El colectivo a proteger por esta norma es el de personas con parálisis cerebral, personas con enfermedad mental o personas con discapacidad intelectual, incluidas las personas con trastornos del espectro del autismo, con un grado de discapacidad reconocido igual o superior al 33%, y personas con discapacidad física o sensorial, con un grado de discapacidad reconocido igual o superior al 65%.
Con carácter general, para el resto de contratos celebrados por Centros Especiales de Empleo con personas trabajadoras con discapacidad que no estén incluidas en alguno de los grupos señalados en el apartado anterior se mantendrán las cuantías de las subvenciones anteriormente establecidas.

Este aumento de las ayudas «garantiza que el empresario del Centro Especial de Empleo, como cualquier otro empresario, aporta una parte de la subida del Salario Mínimo Interprofesional para 2019, pero esta parte ha de ser menor por las especiales características del colectivo al que ocupa, y menor aún en determinados casos donde el citado colectivo resulta de difícil empleabilidad fuera del mercado protegido».
Para hacer frente a este incremento temporal de la ayuda salarial, el Ministerio destina una partida extraordinaria adicional de 20 millones de euros, que se transferirá según los criterios de reparto aprobados en la última Conferencia Sectorial de Empleo del pasado de 18 de julio a las comunidades autónomas, encargadas de la gestión de estas ayudas.
